Why is my LCD screen ghosting?

I have an Acer Aspire One with a glossy LCD screen and whenever the background is black and I move my cursor I can see "ghosting" where the cursor use to be. Is it the response time too slow or is it because of the glossy display?
NOTE: Pointer trails are turned off.

Usually it's a problem with cheaper LCD displays as the refresh rate is not that good. So ghosting/trailing does happen.

As LCD = Liquid Crystal Display, the liquid inside the display does actually move slower when cold so if your display is in a cold room the LCD more viscouse like treacle thus refreshes slower.

But you gets what you pay for and there's the difference between a £120 quid LCD Monitor and a £200 quid monitor of the same dimension.
